Lesotho Housing and Land Development Corporation (LHLDC) was established under the LHLDC Order No 12, 1988 as amended, by the Minister of the Interior, Chieftainship Affairs and Rural Development which is now the Ministry of Local Government and Chieftainship (MLGC). It was established as a body corporate with perpetual succession. The Corporation has two (2) shareholders, the Government of Lesotho (Majority shareholder) and the Lesotho National Development Corporation (Minority shareholder). As a Corporate body it has the power to sue and be sued. It performs all duties imposed upon it and exercises all powers conferred upon it by or under the LHLDC Order.
The LHLDC is the product of a merger between the then Lower Income Housing Company (LEHCO-OP) and Lesotho Housing Corporation (LHC). While the two (2) defunct institutions were purposely established to serve specific income groups, being low and middle income, the new Corporation established per Order No. 12 of 1988 as amended was mandated to assist all Basotho access shelter.


Mandate


The LHLDC is a self-financing parastatal mandated to provide shelter and housing to meet the requirements of people in Lesotho. The principal business of the Corporation is to build houses for sale, provision of rental accommodation and serviced sites for residential and commercial purposes.

To fulfil the requirements of the mandate, the LHLDC performs the following functions:

  • Increase the supply of shelter and help meet the housing requirements of Lesotho as determined by Government and the local authorities by:

    • Implementing on a self-financing basis a broad array of schemes including self-help housing, sites and services, land development, and cooperative housing.

    • Assisting private parties to develop land and deliver housing.

    • Engaging in the development and management of rental housing schemes where it is deemed to be in the economic interest of the Corporation to manage the property.

    • Assisting in the mobilization of capital available to the shelter sector by emphasizing in its activities efficiency and cost recovery programmes to ensure a good return on investment.

    • and developing a long term capital programme that will assure the Corporation's continuing financial viability and ability to remain a vital participant in Lesotho`s shelter sector.

  • The Corporation is also mandated, in consultation with other government Ministries or departments, to devise uniform procedures for effective collaboration throughout Lesotho.
